Call for Proposals
London Councils is inviting proposals for the 2026-2030 Pan-London Grants Programme, a four-year initiative which will deliver vital services from April 2026 to March 2030 across the capital. The programme aims to tackle homelessness and domestic and sexual abuse, ensuring London’s most vulnerable residents receive the support they need.
About London Councils
London Councils is the collective of London local government, the 32 boroughs and the City of London Corporation. They come together through London Councils to work in collaboration to deliver their shared ambitions for London and Londoners.
London Councils manages the pan-London grants programme on behalf of its member authorities. The current programme, which has invested £6 million annually in addressing homelessness and domestic and sexual abuse, is set to conclude in March 2026. London Councils are now seeking proposals for the next funding cycle.
2026-2030 Grants Programme: Priorities & Service Areas
The programme prospectus outlines the funding requirements, and the services sought on behalf of London boroughs. The programme will focus on two funding priorities:
1. Combatting Homelessness
1.1 Wrap around support for individuals and families in temporary accommodation; targeted intervention and alternative pathways to secure housing (adults aged 25 and over)
1.2 Wrap around support for care leavers; targeted intervention and alternative pathways to secure housing (young adults aged 18 to 25)
1.3 Working with the housing and homelessness sector and borough professionals to innovate and improve the response to homelessness in London
2. Tackling Domestic and Sexual Abuse
2.1 Specialist advice, counselling and support (for medium risk survivors (including post-IDVA/ISVA) and target groups not accessing general provision
2.2 Advice and support services to enable access to refuge and other secure provision/accommodation
2.3 Refuge services
2.4 Services for people affected by harmful practices
2.5 Working with the domestic and sexual abuse sector and borough professionals to innovate and improve the response to domestic and sexual abuse in London
Who Can Apply?
London Councils funds voluntary, community, and not-for-profit organisations that specialise in homelessness and domestic abuse services. To be eligible, applicants must:
✔Be not-for-profit – London Councils cannot fund organisations that make a profit. It can fund social enterprises and other organisations that generate surpluses, if the organisation’s governing documents show that the surplus must be reinvested. This must also be reflected in the organisation’s accounts.
✔Have a formal constitution – Organisations must have a constitution or governing document that has been formally adopted by the organisation, is signed and dated, and defines how the organisation will operate. A governing document can be a written constitution, or Memorandum and Articles of Association of a company. Activities outlined in a funding application cannot be outside the remit of the organisation as set out in its constitution.
✔Be financially solvent – Organisations funded by London Councils must not have liabilities that exceed current assets.
✔Not be a public or local authority body – The legislation that governs the operation of the Grants Scheme does not allow London Councils to fund public bodies such as NHS trusts, local authorities, state schools or colleges.
✔Deliver services within Greater London – The legislation that governs the operation of the Grants Scheme requires that funding, which comes from London boroughs, must benefit people who live in the capital.
✔Be able to work across more than one borough – The legislation that governs the operation of the Grants Scheme only allows London Councils to fund organisations that deliver services in more than one London borough. Due to the diverse range of London’s communities and the pan-London coverage required to meet the programme’s eligibility criteria, London Councils anticipates applications from partnerships, or sole organisations with enough reach. London Councils funds partnerships via a lead partner, however, all organisations within a partnership need to meet the eligibility criteria.
Note: Partnerships must have a lead organisation that meets all eligibility criteria.

Support for Applicants
London Councils is offering workshops and grant application drop-in sessions to support applicants throughout the process.
Finance Workshops (Full Cost Recovery Budgeting)
To support applicants in completing their Full Cost recovery (FCR) budgets, London Councils will be running two dedicated FCR virtual workshops during the application window. These sessions will provide comprehensive guidance on how to apply FCR principles, ensure budgets are accurately prepared, and clarify any questions related to the budgeting process.

There will be four virtual grant application drop-in sessions for applicants during the application window. These sessions will provide applicants the opportunity to:
Seek clarification on eligibility, grant requirements, and the application process.
Receive guidance on financial, risk, and delivery templates.
Discuss programme expectations, funding conditions, and compliance requirements.
Understand monitoring, reporting and compliance expectations.
